Development Standards - Storage requirement madness

    I would like a few opinions on the generally vague development standard of storage area requirements. Any time I'm trying to check off a new design versus the storage requirements, I always find myself thinking this is way too onerous and finesse it.

    Let's take for example the Kildare Development Plan "Table 17.4 Floor Area and Storage Requirements for Dwelling Houses". A three bedroom house (let's say a 130m² semi-d) needs 9m² storage. Here are my issues;

    1) Storage needs to be "additional to kitchen presses and bedroom furniture, but may be partly provided in these rooms."
    What does this even mean (may be partly provided)? A store room off a bedroom?

    2) Hot presses or boiler space do not count as general storage areas.
    Why not? They are used for general storage in most cases. Would a utility room count?

    3) As a rule, no individual storage room within a dwelling should exceed 3.5m².
    Which basically says you need 3 x 3m² storage rooms in a 3 bed semi d. This is a bit mad :confused:

    Wouldn't it make sense for storage to be assessed on a volume basis. Does anyone have any clever go-to methods of making this work in a scheme?
