I think there is a Dublin GAA shop in Arnotts. Otherwise I would try Carroll's gift shops.

I bought a Waterford flag last week from flagman.ie and it arrived within 2 days. Good size and quality for 13 quid delivered.
Good if you are looking for county flags that are not Dublin.

There's an elverys in Croke Park that has every jersey, flag etc from all counties. It's at the Jones Road entrance.
