CAP Payments Reference Years 2000-2002

    Hi,I was just reading the tillage economic thread where a poster mentioned the gamble 2 beef farmers took and now have massive subs. In that time around 2000, was it know among farmers that a high number of animals would led to higher payments in the future. In other words, was in known that those years 2000-2002 would be used as reference years for future payments.

    I would think the chosen few were privie to that information. Others were just lucky.

    It had to change, too much surplus product, they had to take away the subsidy on production.
    There was a max no. of subsidies per hectare you could claim and it would have been good practise to max them.
    It would've been speculated on too and like the last reform some took the gamble to improve their lot but the majority would 've been farmers just doing what they were doing the previous number of years,........ a lot of farmers missed out because they always had unsubsidised heifers, but also a lot missed out because they couldn't be bothered with the paperwork.
    Most have what they have through good farming

    At least it was known that it would be tradable in the future, in year 99.

    It was well flagged that the link'd be broken with production, it was difficult to increase your lot because it was limited by acreage even then so you'd have to increase your area which wouldn't be done overnight....plenty of land was rented that was never stood on or didn't even know where it was.
    But that was happening from very early on,..... nothing to do with Decoupling

    I think if it was well known it was going to happen lads wouldn't have been too bothered about paperwork, they would have filled their sheds all year round with cattle they could have drawn subs on and as soon as they could they would have killed cattle to get the slaughter premium on them.

    Of course a select few knew alright and more were lucky (and smart) to be farming for subsidies.

    I remimber back at this time farmers ( lot of dairy lads) did not claim a sub . There theory was if they bring them to the mart with sub not collected They get the value of the sub at the mart.

    This used to be correct problem was they missed out on decopling
