buying a building planning problem

    Im looking to buy a building.
    It has planning permission from1996.
    An extension was erected and planning was given for that in 2002.
    As far as I can see it was not signed off(if thats the correct term) or finalised.
    The extention is there none the less.
    How do I check if the building is compliant or basically ok for me to buy?
    If it isnt what can be done?
    I undertstand the seller is in a bind and has to sell so im not sure they will have money to get anything done.

    Get seller to provide a certificate of compliance.
    Bear in mind it will be a visual inspection so no way of knowing 100% what's in the material fabric of the building.
