Broadband in Ireland

Obviously in the modern age, good quality broadband is a must have for businesses. Unfortunately, it seems that access to broadband is still a major problem in this country and particularly in rural areas.

Having recently returned from Vietnam, which would be considered a developing country and a long way behind Ireland in terms of standard of living, it was notable all parts of the country we visited had access to good quality WiFi. This includes some of the most remote isolated parts of the country.

I'm struggling to understand the below and maybe someone can enlighten the situation:
    - How, in a developing country like Vietnam, can they have access to WiFi in the most remote parts of the country (and I mean 100s of miles from civilisation), yet we cannot access WiFi here in towns and villages that are well populated?
    - Do they have access to technology that we don't have access to?

They have approx 10x the population density that Ireland does and a limited copper network to spend a fortune on maintaining.
