    Multi Purpose Dwelling,
    Is it possible to DIY and get a cert etc later.
    Is their such a thing as self-certification (ie) pre-wire and let someone finish the sensors/bgu,
    Can the Unit be on a Pre-Pay Meter.
    What is best practice.

    No.

    It is a criminal offence for anyone other than a Registered Electrical Contractor (REC) to carry out Restricted Electrical Works. There is no other lawful way.

    Just realised that your question relates to I.S. 3218 (this wasn't clear in the question). For a domestic premises these would typically be fed from a local lighting circuit so could feasibly be minor works depending what is being done. If there is a panel etc. then this will not apply. You really need to clarify what it is you are intending to do.

    Multi Purpose Dwelling, Work was half done,, Maybe back to the drawing board, or can it be saved, all working off a pre paid power meter.
    What is best practice.
