Non resident landlord tax free allowance

I am purchasing a buy to let property and am resident in the UK. I will be nominating someone in Ireland to do a tax return so the tenants do not need to withhold 20% of the rent. What tax free allowance is given to a non resident landlord and do they have to pay prsi and USC. Thanks
