    I did my ones a month or so ago. Cleaned up properly, sanded off a bit, cleaned again with whitespirit and sprayed 4-5 coatings on. Used black matte spray paint with no lacquer to finish off.

    Being just wiper blades any black matte anti-rust paint will do. Just take your time spraying, don't rush, light coats each time so no run offs and plenty of time in between (up to an hour if possible).

    I know it sounds a bit extreme for wiper arms but a bodyshop using 2 pack paint will be the best bet for a long lasting job.

    If you want to do them yourself a can of matte black will do but it will be cellulose and won't be as hard wearing as 2 pack paint, especially when changing wiper blades.

    I second that, especially for expensive / vintage motor. Mind you, that should be prepared accordingly as well.

    Do it well, do it once.
