Water pressure reduction

Over the past few months I have been having issues with my water (no water, varying degrees of pressure) due to the construction of a nursing home across the road.  The 'no water' every now and then I can understand as they get everything hooked up (although I would be happier if they would let me know when they are turning off my water).  The pressure however is another matter.  I have mentioned this to the site manager and his answer is that the pressure coming from the main road is not sufficient anyway, with a shrug of his shoulders.  All I know is that the pressure in our houses was absolutely great until the nursing home started connecting up. The site shrugger will be leaving soon as the nursing home is almost finished, no doubt to go back to his home with wonderful pressure and I now have a piddly bit of water coming from the mains tap (as do the neighbours).  Who is the correct company/department to contact regarding this issue?
