We did our first city break to Amsterdam with out almost 11 month old twins. Really enjoyed ourselves. The place is very flat and easy to get around on public transport and on foot. Lots of museums and parks and the zoo is lovely too. Easy access from airport to city is a big plus as well!

Snap, we are the exact same. Hoping to take our boy on his first trip in October.
    We were thinking Paris

We took our little one to Oslo when she was eight months old. Had a great time. We had been to Oslo before as a couple. I think for your first city break with a baby, it's a good idea to go to a city you have been to before.

We also visited Copenhagen when she was 13 months old. Again we had a great time!

Stayed in Scandic hotels both times. They offer a number of different types of rooms and breakfast is included. Took the train from both airports to the city centre. Hotels in Oslo are cheaper

Nice short flights to both cities (flew SAS to Oslo and Norwegian to Copenhagen). SAS and Norwegian charge a very small fee for infants (couple of euro versus 40eur with Ryanair and Aer Lingus).

Berlin is a great city, would like to visit again!

Pick a smaller city, not a capital.
Bilbao, Bologna, Bordeaux, Rennes, Seville all have a compact city centre and are very family friendly.

If you are keen on Scandinavia: Oslo and Copenhagen are both great and also walkable, but horrendously expensive. Goteborg (if you can get a direct flight) is a very nice city and I found it much cheaper.
