    No, not usually as they're not permanent fixtures however the costings that are put in with self-build mortgage applications are estimates only and often include a contingency figure. Your engineer/architect/surveyor will certify that a certain value of work has been carried out at different stages but it's always approximate. In practice, people probably do spend some of the allocated mortgage funds on appliances, its largely up to you to ensure that you budget the available funds appropriately so you have a habitable house at the end
