Public services card and theory test pandemonium

I want any advice regarding my current situation
    A brief summary:
    - Got my public services card
    - Applied for the theory test
    - 4 days before the theory test, Got a call from the local social welfare office telling me that my card needs verification and my card was given by accident and that they need my old card and they will give me a new one.
    - Day of the test comes and I have no public services card so cannot do the test and cannot reschedule as they needed 5 days notice
    - 45 euro out of pocket no theory test done

What should I do, surely It falls onto the department of social protection to refund me the price of the test as they took away my card, any advice appreciated.

Could you not have held onto the card for a few days and then send it? It's their mistake not yours.

When I was getting my Card, there was an issue with where Birth Certs were managed and somehow mine ended up with the wrong name there. They tried to delay me, but I told'em I wasn't going out of my way for their mistake. They rang someone who fixed it there and then.

Just wondering how this turned out for you.

Also have a query of my own concerning the PSC and booking. I just booked my theory test and I entered all my details and so on. I have my middle names included on my Public Services Card so I included them in my booking under the middle name(s) section. When they emailed me the receipt for my booking it was only addressed under my first and last name. I don't know if I'm just being paranoid but I know that you can't change your name at the centre and it has to match your Public Services Card. Anyone know if everything I did was fine? Sorry for the paranoia.
