Am I entitled to initiate a chargeback

I bought a product online a few weeks ago (Irish website)
The online tracking said it was delivered to me on 11th July.
I never received it and have been back and forth with the vendor via email and phone call since the 17th July.
It turns out the courier claims to have attempted to deliver to me repeatedly but couldn't get an answer at the door so he left it with the apartment below me (a big apartment complex). This neighbor signed for the delivery and I have a digital copy of their proof of delivery.
I have knocked on the door many times over the course of 4 days, and I left a note on the door on Friday morning and noticed it was gone on Friday evening.
So I'm here having paid for goods that have supposedly been delivered and I'm not making great ground with the vendor.

Would I be right to tell the bank to do a chargeback, or am I even entitled to do so?

    100% Vendors issue.

You contracted them to deliver X to YOU. They have failed that obligation. They can either send you another or refund you the full amount.

Couriers are right sh1ts, but thats not your issue.
