Envirocare blower

Have an envirocare unit about 12 years. Replaced blower 18 months ago and was working fine. Blower seems to be working but no water coming up through centre pipe to splash on mesh. Can't figure it out and don't want to spend 400 quid on a service - any thoughts ?
