I know there are some exclusions in what can be dealt with in Small Claims Court. I'm trying to understand if a particular hypothetical situation is excluded.

If a private individual was purchasing a new-build property, and the builder refused to install an item which was specified within the signed contract, could the private individual remedy the situation through Small Claims?

No. In fact, even the full District Court doesn't have the jurisdiction to deal with a case on those facts.
