    Can somebody identify this for me. My neighbour has it in a shrub bed that has a weed barrier. It grows through the weed barrier and stone on top.

    Is it a weed, and if so what's the best way to manage it?

    I think it's Houttuynia Cordata Chameleon, not exactly a weed, but a very invasive plant which tends to spread well beyond its original position. You will probably need to use RoundUp or a similar serious weedkiller to stop it spreading.
