Broken light socket

Been neglected for years (hence the nastiness of it) but can't figure out what to do.

The inner black part is obviously broken off, but can anybody tell me what I need to do to fix this? Or even what type of fixture it is? I've tried searching for the "CMIII60" on the bottom but couldn't find anything online.

So I'm pretty sure the black part is actually part of an old lightbulb (it says BS 52A on a piece of the fragile black inner glass part), any idea how I can unscrew it? I tried putting a scissors up the deep centre hole and twisting (tried both ways), but to no avail.

Looks like a regular bayonet pendant fitting

Why not just cut it off close to the flex and fit a new bayonet fitting?

As far as I remember they separated in the centre - where the black line is near your finger - it should unscrew in two halves here.

Both white parts come off if unscrewed, the top half to get access to the terminals, the bottom half to attach a lampshade.

    Basic BC lampholder.
Just switch it off, cut it off and fit a new one. It probably will not screw apart as they usually seized with the heat of the bulb after time.
However, if somebody doesn't even know the name of something electrical, I would worry about their competency in replacing it.
BTW, that's not a personal dig at you
