Coolant flowing when heating on; not when off

I have an issue with the E39 - as usual it's with the cooling system.

I'm seeing coolant circulating - a strong flow into overflow bottle - when the heating is on high in the car. When I turn off the heat I'm seeing no coolant circulating at all.

What are the typical causes of this?

I'd assume its a thermo switch, only kicking in when needed (prolong pump life) or when it knows its going to be needed (High heat)?
