Water Tax Certificate

    Hi guys

    Just a general query for now. I am being gifted a property by my uncle and we are going to build on that property. In oder for me to do this I have been informed that I need  to get a water tax certificate. From my knowledge, my uncle has never been billed by Irish Water and no meter has ever been found for him but he is on Invalidity Allowance. Would the fac that he is on this allowance mean that he is exempt from paying for water and if not, can you tell me how I go about getting this cert?
