Checking folio details and labourers act

    Hi,

    I did a folio check on a piece of land with a derelict building as I was interested in contacting the owner to buy it off them.

    The folio search came back with their details, but also the following statement

    The property is subject to the statutory, conditions in Section
    17(2) of the Labourers' Act 1936 and to the restrictions against
    mortgaging or charging in Section 21 of that Act as amended by
    the Housing Act 1966 with the annuity at Entry No. 2 has been
    determined.

    A Cottage Purchase Annuity of £7.80 for 44 years payable to The
    County of the County of Cork by monthly instalment of £0.65.

    The 44 years is up in 2018 but trying the read the labourers act just made it confusing.
    Can anyone shed some light on this?
