Just a quick question. Is it compulsory to incorporate a heat recovery system in new builds?

(The following are all required by buildings regulations)

    Assuming you Will be:

    adding lots of insulation.
reducing cold air-drafts as much as possible.
    requiring fresh air ventilation.

    Your options are
    1. Holes in the walls in each habitable rooms & mechanical ventilation units in the bathrooms/kitchen (you will struggle to comply with BER & part L regs and in my opinion waste the warm building envelope you have created)
    2. Mechanical Demand control or similar ventilation type system (are in my opinion best suited to renovations, extensions & social/senior housing)
    3. Mechanical heat recovery ventilation or similar type system (still the best option in this climate)

    Debunking some myths - MVHR:
Can be turned off in the summer, you just open the windows.
Even when Its running you can just open a window to purge ventilate (but you'll find it's not often necessary)
There is some maintenance, you will need to consider the change in filters in to your product cost review.

    I'll let others in here..

not compulsory, but if you dont you have to make up for the loss of energy efficiency elsewhere.

in my experience specification complying with building regulations which include and exclude MHRV come in around the same price....

so if your going to be spending the same amount of money, it makes perfect sense to get the benefit of MHRV rather than doping without.
