UK import VAT - 6 months or over 6000km?

Sorry if this has been asked a million time before. Am I right in thinking VAT is not payable on a UK import if it is 6 months old or has over 6000km?

VAT is not payable when BOTH the following are met

More than 6months old at time of purchase

More than 6,000kms on the ODO at time of VRT appointment at NCT centre

Point being you can get around purchasing a car with less than 6,000kms at time of purchase (by driving it up before VRT appointment) but the 6months old cannot be avoided...
