HSE optical voucher kids confused...

    Hi folks,
Daughter is aged 10. For last 4 years she has had glasses, each year got an appointment from the HSE and went to clinic would have eyes tested. Received a 50 euro voucher and went off and got new glasses.
We hadn't received an appointment this year so my wife phoned HSE last week. They said as daughter is 10 now she wouldn't be seen by HSE any more - but that to go off and get her eyes tested - then bring back the receipt and we'd be issued a voucher which we could then bring to optician and receive a refund. We don't have a medical card.
So at the weekend we brought her to Specsavers, she had an eye test, new glasses all collected and paid for yesterday. I phoned the HSE today to see could I email in a copy of the receipt to receive the voucher and they said she wasn't entitled to a voucher at all. That she needs to be seen by a HSE Optholmist and Specsavers wouldn't qualify for the voucher? All a bit strange. She said the person that deals with children's side of things is off this week so to call back next week.
Apologies for long post. Anyone experience the same?
    Thanks,
    Mick
