Whats the story with this crowd ?

1) You get clamped unfairly

2) You appeal

3) Your appeal is rejected

4) Your only option is to pay 20 euro to this crowd which you dont get back even if you win your appeal.

They look like some sort of private company pretending to be impartial and public.

Can anyone fill me in about these people ?
