Hi I hold a full category licence for over 20 years and want to add a category to this. Do I have to do a theory test first  and sit a new driving test also. NDLS site is quite confusing.

If you passed your test in the 90s and you never made an attempt to add new categories (ie, you never took a theory test before) then you will need to take a theory test. There are no exemptions for theory tests although some drivers would have taken theory tests in the past that would still be valid today; eg a driver who took a theory test and got their first provisional licence back in the early noughties would be able to get a learner permit for motorcycles today. However, they would still need to take a theory test for a truck or bus category.

What category are you hoping to add?

I've been through this when I went for my CE licence in 2014.

As I had passed a theory test over 5 years previously I had to undertake another theory test. I argued with a manager from the RSA to show me where it was stated that I needed to take another theory test (because my last one was over 5 years old). She couldnt point me to anything in the Rules of The Road which stated so. In the end I was left with no choice but to do the category C theory test again.

I got the permit and passed the CE test in July 2014.

As a matter of interest, what category do you wish to add to your licence?

I'm in a similar boat. I already have bus CPC and licence for D1 bus and am reading that I need the CPC and theory test before I can get permit for D1.

Must have a dig through the legislation; )

Though I'd ask here instead of starting a new thread, Have a full B licence... Just got provisional D/D1 licence. Have code 991.

    Which means,
"Holders of Learner Permits in categories A1, A2, AM, A, W and B must wait for 6 months before taking the driving test"

It's confusing, Do I need to wait 6 months or not? :)

Don't think so, your learner permit is in category D D1 not the others you've listed.

No you don't as you are not a novice driver. 991 denotes that this is your first time holding this category on a learner permit. 992 means it's the second. 993 means third but also all subsequent renewals give you 993 (ie there is no 994 or 995 - 993 means 'third or subsequent occasion holding this category'.
