New Work Practice/Roster

We will be changing roster at work soon. The roster will require extra personnel from elsewhere within the company. For these extra people it will mean an instant promotion and pay rise.
It will in fact be an instant promotion and pay rise for most under the new roster.
There are a minority who are already at the top of the pay scale under the current roster. The company are sticking to the current maximum for the new roster so there is nothing to be gained financially at least for those already at the maximum (Apart from any productivity which may be negotiated and will be applicable to all).
Would it be feasable or reasonable for those already at the maximum to look for a pro rata increase (seperate from any productivity which would apply to all)?

Also, are there any guidelines or legislation covering whether or when a shift allowance is due and how much (%)?
