Telephone lines for apartment lifts - are they necessary? Costing us nearly €2500

Does anybody have any information on whether it is necessary to have landlines attached to lifts in apartment blocks. Our line rental is over €300.00 per year per lift x 8 lifts which costs over €2400 per year and most residents don't even use the lift and this is on top of lift maintenance contracts.
Seems a huge cost for nothing

As far as I know, it's in one of the standards that there needs to be a telephone connection to the outside world, in case someone gets trapped and needs help.

The standards didn't require an individual line per lift (to the best of my recollection) - one can share 1 line per multiple outlets - you just need to ensure the REN per lift doesn't exceed what a line can drive.

You mention most residents don't use the lifts - they're present because of Building regulations part M - access for all people. That would've been a condition of your planning permission

    Yes. Required.
They must go to a manned call centre or emergency services.
