Waiting ages for formal job offer (which is coming)

On my 3rd week since the final interview, the (u.s) company are taking an age and a half to reply. Ive contacted them to say that the offer will come but they need authorisation from the US and HR first to make it official. Has anyone been left waiting this long in similar circumstances before?
