Manure

Our neighbour has horses, from which we have been able to acquire manure.
What's the best way to let it rot without it becoming full of weeds. It's currently in an old bin, but I'm not sure if it needs air to properly decompose, I assume so.
Also, how long before we can use it on the garden?

I had manure in my garden decomposing for 6 months. A pile on the ground covered with a tarp and another wheelie bin full. Both lots decomposed but the stuff in the wheelie bin was significantly more decomposed (i.e. better) after 6 months.
