So the process for me now is to apply for a Public Services Card so I can apply for the Driver Theory Test so I can apply for a Provisional so I can apply for a Driving test so I can apply for a license.

    Right.

In order to get a Public Services Card it seems you have to attend an appointment at a Welfare Office convenient to you. You can register and schedule one online.

This now is horseshit. I suppose when I get around to doing the artics my passport and driver's license will be insufficient identification, and I'll have to attend an appointment with some slack-jawed automaton to get one of these blasted cards??

    Right.

In order to apply for this card, you need to identify yourself properly - using a passport or... driver's license. Jesus wept! :pac:

    Hah...

"As of 29 March 2016, all first-time passport applicants aged 18 and above who are resident in Ireland will need to present a photocopy of their individual Public Services Card (PSC) for identification purposes."

"From June 2017, you will need to have a Public Services Card if you are sitting the Theory Test."

"Documents to bring to your SAFE [Public Services Card] registration appointment: 1.Evidence of identity: Current Irish passport or current Irish or UK driving licence or Irish learner driver permit."

Apparently if you have none of the above, they might still give you a PSC if submit to "an in-depth interview" to somehow prove your identity. Doesn't say whether that involves a few rounds of waterboarding or just bringing your mam in to swear on the Bible that you did indeed spring forth from her nether regions these many years ago and were then granted the name you're now laying claim to, though. :pac:
