Abandoned wheelie bins

Bit of a funny question; a couple of green wheelie bins were abandoned in front of my house a few months ago. People passing buy are starting to throw rubbish in them. They've got a sticker for Panda recycling on the front; they have a serial number along with 'oxigen' stamped on the top. What can I do about this? Should I be getting in contact with Panda, oxigen, DCC, or someone else entirely?

What sometimes happens is other companies will use competitor bins when a customer switches to them. Ring panda and tell them you want them removed.
