Flashing not adhering to walls

Can someone help me or recommend how to solve this issue, please?

I bought Black Jack flashing and the primer paint for my side entrance roof and I cannot get it to stick. I tried 2 coats of the primer. Also, I used a heat gun when applying and it keeps peeling off.

One wall is block and the other is monocouche, and is is not sticking on either side.

Any help would be much appreciated.

what are you sealing to the wall with blackjack? Should you not be using lead or similar instead of blackjack?

I just presumed Blackjack was an alternative to lead and easier to apply.
