Speed van ticket - query

Just a quick query. Have a work colleague who has gotten a ticket for speeding. The terminology used by the Gardai was that she was over the limit in an area subject to 'Special speed limit'.

It's not marked on the map here => http://www.garda.ie/GoSafe.htm

A call to the Co. Council suggested that this area had been designated a 'Special speed limit' zone for some time.

If there are 2x 'camera' signs each end of the stretch, is that then legal?...or is a 'special speed limit' different from the 'gosafe' camera zones?

The go safe cameras are only the outsourced speed camera zones. Garda can set up cameras on any public road they like. Special speed limit may mean roadworks or by-law imposed or something like that.

How can one tell from the penalty notice which one it is?

EDIT - she's just handed me the penalty notice....worded as follows...

"It is alleged that an offence has been committed, driving at a speed of 72 Km/h Exceeding Special Speed Limit 50 km/h Contrary to Section 47 (as inserted by Sectioni 11 Road Traffic Act 2004) of the road Traffic Act 1961."

Should that be interpreted as a go safe processed penalty charge or one processed by AGS/the county council??

sorry for the trickle feed of into on this - but I'm getting this second hand.

The Co.Co. are saying that this particular area was designated as a "special Speed Limit" area for quite some time. However, they don't have the requisite speed limit signs in place.

Surely, that's negligence on the part of the council - and the speeding penalty simply can't stand?

I'd say if it isn't marked with the relevant signs, it can't be enforced.

AFAIK unmarked roads default to the standard speed limit for that class of road (Motorway, DC, NP, Local....).
