    Is there a time limit on how long after being pulled over for driving without insurance you can be served with a summons?

    6 months from the date of the offence is the time limit for service of a summons.

    Thanks. Garda told my sister she could expect one, but that was 2 years ago and nothing. Reason I'm asking is because I've heard that the summons has to be applied for within a certain timeframe but can be served any time thereafter.

    Yes, they have 6 months to get it started but it can take longer than that for your sister to receive it.
    But after 2 years I'd say it's probably forgotten about.
