Is there any chance of building the house that got full planning permission in 1981? No where does it say a condition of planning is it is built in 5 years? Thanks!

No chance. You'll have to reapply I'm afraid and meet all development guidelines, septic tank (if required), sightlines, etc. It's a new application and the original is so old it won't have any impact.

Zero chance. New application I'm afraid.

Planning lasts 5 years. It doesn't need to be stated in the conditions as it's part of the Planning Act.
