My TV licence expired on 28th of February
As I had no intention to pay it for March, I removed my TV from my house for the month of March.
Now come April, TV is back again, and I went to pay for TV licence, but in the post office they explained, that they have to backdate it from 1st of March.
Lady told me, that if I removed my TV set in March, I should have gave them a ring in Ballina to let them know.

Is that correct? And what are my options now?

I'd say that they'd be the best people to tell you the options.

Trick a nice lady at the post office let us in on after we'd let ours lapse 3 months was to take it out in another house holders name. So get partner/mouse mate to take it out if possible.
