Does checking your credit rating actually affect your credit rating?

I suspect I have a bad credit rating due to delaying credit card repayments about five years ago, although I've never actually checked it.

If I or my bank checks my credit rating and it is returned as negative, will that affect the rating? Is that another mark on my record for the next five years?

Also, let's just say it turns out that my credit rating is bad. Would any bank give me a loan of say €2,000 and use my own savings of €20,000 held in the same bank as security? I don't actually need the loan of €2,000 - the plan is to use the loan to build a credit score.
