Mini bus seat capacity

I was looking to buy a minibus with 19 seats. If I remove 3 seats and make it a 16 seater bus, would I be able to drive it on a D1 licence , get insurance and tax? Only have a D1 licence and therefore only able to drive a 16 seater. Thanks

I think you'd need to officially convert vehicle to lower amount of seats, and have registration cert amended to say it has 17 seats (field S.1 should be 17).

17 seats beacuse it's 16 passengers + driver.
