is it too late to rotavate and resow the grass ?

Nope if anything it's still a bit early, mid April is the start of grass seeding season really as the soil will be warm enough to promote growth and the rainfall low enough to avoid excessive moisture.

Now is the time to rotavate the earth is starting to dry but not too much, just about right I'd say, if you are lucky you'll get a at least one decent frost to help break it afterwards.
