Im sort of confused,I applied for my driving test and got an email telling me I would receive notice of the date four weeks before the date. Could I ring and look for a cancellation too or is that not allowed.

Yes, you can ring and ask for a cancellation. I did after waiting approx. 6-7 weeks and received a date 4 weeks after that.
