Ebay/Paypal dispute. Which one ?

I was hoping for some advice on how to proceed with a problem.

Bought an item from a uk Co on ebay. They sent the wrong size tape- 12mm instead of 20mm. C/services engaged with me initially but have now gone quiet.
They have a 'returns accepted, buyer pays postage' in their listing. Is that not for 'I don't like the item/colour after all' type situation ? Why would I have to pay return post on an item that was wrongly supplied ?

Also, if it does go to opening a dispute, who do I open it with, ebay or paypal ?
If I send the item back and look for a refund, can I expect to get the price of the item and the initial postage back in full ?

    Thanks

I'm just updating for anyone that may have a similar 1st time problem on ebay.
Thanks Dub ^ for the help but it wasn't that simple.

If you order through the eb.ie site then the eb guarantee will not apply and they advise opening a pp dispute.

I did this and I recd all the monies due :- Item refund, post refund and my return post costs refund. The last one is done through a separate portal within pp.

It takes a while, it's a PITA but it works.

i need to return an item to a seller too as it was not as described. I contacted the seller through ebay and they agreed I could send it back and i'd get a refund. Should i still open a dispute on paypal?

If the seller seems ok you could wait to see if the refund comes through.
However, PP do have a time limit and if that expires then you are left at the mercy of the seller.
The way I see it is, by opening a dispute with PP, you are covering your ass in case the seller turns nasty. It looks to be a portal for buyer and seller to communicate with PP acting as ref.

If the dispute is not solved to your satisfaction within a reasonable time frame then you escalate the dispute to a claim in PP and they take over fully.

If you open a dispute and find the next day that the seller had refunded all monies, then you just close the dispute.

Be sure to keep all post receipts, pics of wrong item etc, as you'll need these.
