Aliexpress dispute question

I ordered brushes off aliexpress in December and no sign of them leaving China. The seller agreed for me to open a dispute, which I did. The next step I'm a bit confused about. In my dispute I said that I need a full refund as the items were never delivered. His 'proposal' stated that 'no returns no refunds'. Then in the comment box he put 'Aliexpress return her money!!'
Surely it's up to the seller to return my money? I don't want to accept his proposal and be conned out of my money, as I was under the impression that aliexpress only stepped in if you couldn't agree on a proposal. Because his no returns no refunds proposal doesn't make it sound like I'll be getting money out of him.

Sorry for the long winded post. It was my first time buying off aliexpress, and I checked that he had good feedback. I think it'll be my last though!!

Aliexpress has the money, not the seller.
Just go through the dispute process.

Seller must agreed to refund, he probably has a box to click on agreed to dispute, from what you are saying it sounds like he's saying No to the dispute, so aliexpress will not refund you, even if added to the comments aliexpress will not see it.

Alliexpress has the money, seller does not get the money until you confirm you received the goods, maybe also after the Expected delivery date.

When I look at an old dispute I opened I see Dispute History, there I see Refund Amount in there I see the amount I got from them, under Action I see Seller accept What do you see in your case?

It says refund only $0:00. He told me to reject the proposal and I did, seeing as if I accepted it I wouldn't get a refund? Was I right in doing so? It was only a small amount of money so if I don't get it back I won't lose any sleep over it, just it's better off in my own pocket than his or aliexpress

you did the right thing in rejecting the offer if the seller was not offering a refund. Aliexpress will now decide what the correct course of action is which is to give you a refund. Very odd for an aliexpress seller to do this. they know that aliexpress will side with the buyer.
