So recently I had some dealings with Eir, I'm currently on a fibre package with them, But only getting 7 down, 1 up, The guy I was speaking too recommended downgrading to DSL, As I would be getting 12 down and about the same up, Anyone got any recommendation, How would it affect performance overall?

    Thanks for reading.

You'll go from 7d_1u to 10-12d_1u. Maybe a tiny bit higher latency but a much much more reliable link. Its a no brainer.

OpenEirs UG should prevent cases like yours from occurring but it clearly does not.

    Isn't the ADSL2 upstream <1Mbps?

I am on an up to 12meg sync ADSL2+, ususally get about 9 to 10 at the very most on speedtests, but upload is rarely more than 0.4 to 0.5, never any higher.

Eir should only provide 7 meg fibre to those who can get much less than that via DSL.

the speedtest below is around what you would get going back to DSL up to 12 meg.
