So i work a full week 37 hours but finish 2 hours early on a Friday,as the public holiday falls on a Friday would i be right in saying the Thursday should be treated as a Friday, the boss does not think so and reckons its look of the draw but i'm looking into it as i find it unfair?

I wouldn't think so. From what you describe you work a condensed week, 8hour a day *4 days and the balance on a Friday for example instead of 7.4 hours a day.

What happens when the bank holiday is a Monday, do you work an extra 1/2 hour to cover the time you didn't work on the Monday on the Friday, doubt it. So you owe the company 1/2 hour for every Monday B/H or day off. It balances out, I wouldn't be making it an issue.

you're entitled to 20% of your normal working week

I used to work 42 hr week and we got 8.4 hrs per public holiday

Is this really a hill you want to die on? If I were your boss I know what I would be thinking right now.

As has been said, by your logic then every time the bank holiday is on a Monday you should be working later on the following Friday, are you prepared to do that?

Ok I understand now as it is explained, because we will have other bank holidays which will be 8 hours it balances out, perfect thanks... I agree so..
