Boundary wall and Public Lane way

Looking for some advise here... We have a back garden boundary wall sharing with a public lane way and it has started to fall down. If this wall was shared with a neighbor we would share the costs to have it rebuilt - in this instance are the county council obliged to share the costs? Thanks...
