I had my whole house decorated last March 2016 at a cost of approx 9,000 euro which included VAT by a contractor who assured me that he would enter details into the Home Improvement Scheme. I have sent him several e-mails but he has ignored me and he has not entered details. Has anybody any advice as to what I can do so that I can make a claim with VAT paid. Many thanks for any advice.

Revenue's guidance is here, but it doesn't look helpful: http://www.revenue.ie/en/tax/it/reliefs/hri/home-renovation-incentive-guide.pdf
It goes beyond emails - phonecalls & even sitting at their address until they do it, or else transfer 13.5% of the value to you...

Its a two way process, did you enter the work on the system before it started?
If not you should just write a letter to Revenue setting out your case, along with proof of the payments made, along with the invoices as well as details of the contractor.
At best you will get some concession from them, at worst the contractor will get a Revenue Audit.

This is why it's so important from the start to get the HRI sorted.
You have to check each payment online to confirm that the contractor has upload the correct figure for each payment. It could have been sorted after the first payment this way.

Hope you get some recourse OP.

Thank you so much everybody for all your advice. Calanda52 I don't think I could have entered the work on system before it started - my understanding from dealing with contractors before was that they always entered the details. This contractor assured me that he would enter the details. I will try what you suggest and write to Revenue and send receipts and see if I can get any satisfaction. Thank you Dardania for sending link to booklet. Kceire of course I should have checked but I took the contractor's word as he assured me he would enter details. You have all been most helpful. Thank you all again.
