Why does it stop broadcasting on Saorview at the weekends but continue on satellite?

It's due to the subsidised transmission arrangement with RTE, they pay a reduced fee with RTE carrying the extra costs, so the weekend capacity is available to RTE for future use.

The Oreachras spent all their (our) money on Sky for an encrypted service from satellite, and refused to pay the whack to RTE for Saorview because they do not like (trust) RTE. TheOreachtas could pay more, but would prefer to keep RTE short of funds.

RTE are restricted by ComReg from charging less to one party (Oreachtas) than any other, so they offer a restricted service at a reduced price in line with the published tariff.
