    Who do I complain to?
It's mid March every year, I'm annoyed to say the least.

You're employer doesn't have to file their P35 until 23 Feb so mid March isnt that late.

If you're registered for ROS / PAYE Anytime the information will be there.

That may be true about the P35, I'm not sure myself. However, I certainly read recently that your employer is obliged to give you your P60 by February 15th.

The P60 is only issued when they give Revenue the P35.

if employers are filing the returns electronically, the date is 23 Feb not 15th Feb. (do Revenue even accept paper returns anymore ?)

My employer said they uploaded it three weeks ago but it is still showing as "Not on File" in PAYE Anytime. Is there a lead time between it being uploaded and it appearing on ROS?

2 midnights, 3 during busy periods. So definitely not a leadtime issue.
