Trying To Join The Foreign Births Register

    How are you all?
I know that there is probably little chance of anyone being help to help but thought I should ask. I have an Irish grandmother from Cahir and have been trying to get an Irish passport through the Foreign Births Register. My grandmother was born in 1916 and died in South Africa in 1984; sadly my mother cannot find the death certificate and the Irish embassy are refusing to process my application without the death certificate, despite the fact that we are clearly able to show that she was my grandmother.
I was wondering if anyone has any advice or if anyone knows if there is a way to appeal this?
    Thanks for your time.

Can you not just apply for a death certificate?
