    Former Wicklow All Star Kevin O’Brien has called for an inter-county transfer system allowing players from stronger counties to move to weaker ones

    Think there could be some merit in this,There is a similar rule for Christy Ring counties and it works well.

    One stipulation i would have though is

    The player cannot have played inter county football at any level for 2 years before "The Transfer" and he cannot play for any other county in the future.

    These rule would protect weaker counties becoming development squads for larger counties

    There would also be a limit of 3/4 of these players allowed within a panel.

    Think it could really help some of the struggling counties

    Wicklow could gain 3 or 4 top club players out of Dublin
    Leitrim could gain a few from Donegal
    Limerick could take a few out of Kerry
    Waterford would be strengthened by a few Cork men

    Or we could remove wicklow from all inter county competitions and see if anyone inside or outside wicklow actually notices

    One issue would be some counties tog out an intercounty junior team while others don't. Id be of the mind that playing junior intercounty shouldn't count as regards the rules. Guys who are interested enough to play junior intercounty are exactly the type of guys who this rule is aimed at.

    It also might reinvigorate junior intercounty, as guys might see it as a shop window for intercounty football elsewhere, not to mention maybe a job that is in the country and whatever else that might go along with that.

    I often thought that this should be an option. Allowing lads just outside the top 25 in an All Ireland contending county an opportunity to play elsewhere once there own county would get first refusal. The lay off time would be critical though. Can't have lads county hopping like they are in the clubs or it would become farcical.
    Maybe some sort of family tie to the county should be required also.

    I think thats in there already, as much as I can decipher from the rule book...
    A player may declare for a County based on ‘Other Relevant Connection’ With a Particular County (i), as defined in sub-section (a) of Rule6.3, subject to the player being Over 18 years .......

    and other relevant connection, to another county is.....
    With a particular County if:
    (i) The member’s parents at the time of the member’s birth were permanently resident in that County.
    (ii) That County is the County of the first Club of either of his parents

    No it wouldn't!! We're not talking about a full scale transfer system, and there would of course have to be strict rules and limits that apply. Done right it could be a really good idea.

    As for your suggestion of telling Wicklow to shape up or sling it, then you'll need to say the same thing to Carlow, Waterford, Leitrim, Offaly, Louth, Antrim, Longford.....

    You do realise there's a lot of good GAA people in these counties trying to keep the whole thing going, often in difficult circumstances, regardless of whether the county team is doing well or not.

    The other rule in place is what Seanie Johnson did, and Larry Tompkins back in the day, is that you can play for a club in a new county youve moved to, and then as a consequence play for that county.

    Strangely, very few seem to have taken advantage of the parent rule, but once a few managers do a jack Charlton and start sniffing for lads outside the county with a link maybe that'd change. The practicality of training for a county team a few hours round trip twice a week might be the reason its not the most attractive of prospects.

    In the lower tier hurling,You can apply to have 2/3 players from another county with no affiliation to your county and can still play with their home club.

    Each player is reviewed each year to ensure their is no abuse to the system.

    Say a player from North Kerry would be as quick travelling to Limerick to train as they would to Killarney

    Alot of players based in Dublin could make Wicklow training in less than an hour

    I think it's a good idea, limit it though. I guess you could limit starters but have more on the panel.

    It might also generate interest in the other direction. Without putting too much thought into it, 3 playing might be a good number.
